The State Traffic Police is focused on the identification of the traffic participants who violate traffic rules, do not pay attention to the norms and principles determined by law in the republic. Control has been further strengthened by expanding the organization of activities for the identification of vehicles with multi-sound signal, loudspeakers, flashing lights and other supplementary equipments prohibited by law, particularly with unpaid penalties.  
        According to the Department for Road Traffic Safety Awareness and Communication with Public Organizations of State Traffic Police of Baku City MPD, the ones who park their vehicles at the places prohibited by the Law “On Road Traffic” which is intended to ensure the intensity of traffic in the capital roads should know that their acts not only is the violation of law, but also interfere the safety of other drivers and pedestrians, create density in roads, impede people and cause time-loss.          
    Vehicles parked in the area of traffic signs that prohibit stopping-parking, as well as in the surfaced portion of the highway- the second raw, bus stations, places near the road intersections, sidewalks, crosswalk are evacuated, their photos are taken by on board computers installed in patrol service cars and protocols are drawn up according to the prepared photo material.    
           The conducted analyses and investigations shows that the positive tendencies of previous years on protection of people`s lives and health were generally maintained in the result of complex preventive measures carried out in the current year. However in spite of the taken measures, drivers who drive their vehicles in a drunken state, violate parking rules, as well as who are likely disobedient and commit reckless driving acts, and do not pay their penalties, pedestrians who cross the road through an unintended part are still observed. When drivers with a penalty protocol are identified by State Traffic Police, evacuation of the vehicle to the protected temporary penalty station creates disputes between a citizen and police officer, the citizen considers himself/herself right and he/she shows disobedience to the law enforcement officer. He/she tries to avoid the administrative responsibility with excuses such as “I do not have any information”, “Notification was not sent to the address”, “SMS was not delivered”, “I am not aware”, “I am going to pay”, “I will pay”. However a driver forgets that the drivers with administrative protocol about themselves and court decision are identified, and immediately notified by modern equipments – I.Patrol system installed in patrol vehicles.   
          Considering all of these facts, we notify that our unconditional preventive measures are continued to be taken about the drivers with administrative protocols, penalty points, and court decisions. Drivers must not be negligent, they must obey the traffic rules to ensure that the requirements of the legislation are properly safeguarded, the cases that might cause administrative responsibility do not arise, supremacy of law, humanity of requirements are protected.
