Azerbaijani Police passed through a great and honored way. This is the way of Azerbaijan statehood. Today, Azerbaijani Police carry out their duty obligations with dignity, play very important role in comprehensive development of Azerbaijan. Police has a paramount significance for the protection of public order and maintenance of stability in Azerbaijan.  I support Azerbaijani Police and take necessary measures for their progress today

Azerbaijani Police experienced hard and honorable period of 100 years. The police bodies, established on July 2, 1918, had great role in the provision of territorial integrity of the Azerbaijan Democratic Republic, the first democratic republic in Islamic East, protection of peace, and defense from Armenian attacks. After the dissolution of the ADR, Azerbaijani Police being under control of the USSR demonstrated amazing sacrifice and heroism in the solution of all problems, which the society faced, fight against criminality, protection of public order, and bloody battles against German Fascism. 

Although in the first leadership of the National Leader Heydar Aliyev, in 1969-1982 internal affairs bodies were under control of relevant structure of the USSR, they were formed in accordance with mentality. National leader seeing future independence of Azerbaijan with his high thinking took care of the preparation of national personnel potential in all institutions, as well as Internal Affairs Bodies, establishing economic basis of the Republic.

In the beginning of the 1990s, following independence, Azerbaijan experienced serious challenges. The race for power, the chaos and anarchy in the background of this race in the country led to the collapse of our Republic. Externally-supported Armenian attacks and its severe results made the situation harder. In this case when statehood and independence were under threat, intellectuals of the population applied to the national leader - Heydar Aliyev and asked him to come to power and save our state and nation. Azerbaijani nation supported its intellectuals and required its genius son to come back to power. National leader came back to the power at the request of the population and started to carry out his protection mission. Within a very short period of time thanks to the political will of genius leader and population’s support, social-political stability was established, foreign attacks and economic recession were stopped.

The reforms and progress period began in Azerbaijan. Azerbaijani Police took part in conducting this honorable mission, passed through a development way from Soviet militia led by the National leader to national Azerbaijani Police.

In that period the difficulties such as Karabakh war, attempted insurrections, challenges of the period of transition, etc. had been faced by Azerbaijani Police, formed during the first leadership of Heydar Aliyev. Thus the national leader said: “As the president of Azerbaijan and Chief-in-Commander, I rely on Azerbaijani Police, believe in you, lean up you. With this power we will develop Azerbaijan day-by-day and present more beautiful Azerbaijan to future generations.” In first years of the war Azerbaijan did not have national army, so police fought in front lines and were martyred. The National Leader highly appreciated Azerbaijani Police services in that period: “Azerbaijan Police has passed through glorious history. Particularly, after the beginning of 1988 events, 932 police workers were martyred, 681 police workers have become disabled people, at the same time 67 police workers were awarded with the title of “National Hero of Azerbaijan”. This is an example of great bravery, heroism, and loyalty to statehood.”

The National Leader entrusted employees of the Bodies of Internal Affairs with three tasks: to bring exalting intellectual level and professionalism to the world standards; owning advanced technologies which were use by relevant bodies of the leading countries; and finally being loyal to Motherland and state. The successful execution of the political course, established by the founder of independent Azerbaijan Republic Heydar Aliyev, by the minister of Internal Affairs Ramil Usubov paved the way for the restoration, modernization and reaching to international standards in the police bodies of the country as all structures of the state.

The policy of care and attention to every citizen and structure of the state, presented by National Leader Heydar Aliyev, is continued by the honorable President Ilham Aliyev successfully.  As it is known, political, economic, and cultural integration of Azerbaijan to the world is one of the major priorities of Ilham Aliyev. Mr. President has announced that whatever is good in the world should be studied, brought in Azerbaijan and implemented for several times. This is one of the integration methods to the world. Under the leadership of the Minister of Internal Affairs Ramil Usubov, who take as a priority the advice and instructions of President Ilham Aliyev in his daily activity, today Azerbaijani Police has broad relations with its counterparts in developed countries of the world, learns their advanced experience and demonstrated them the achievements and performance of the Azerbaijani Police.

Now Azerbaijani Police is equipped with the modern technology and cars, weapons, communication means, electronic facilities being used by leading world countries and formerly seen only in foreign movies. Recruitment to the service in the Internal Affairs Bodies is conducted on the basis of competitive examination and full transparency. As the Minister of Internal Affairs colonel-general Ramil Usubov said, only the best ones are recruited to the Police bodies. Certainly, all these lead to the realizing Police duty obligations in high level, full provision of security in the country and protection of public order and constitution rights of the citizens selflessly.

Azerbaijan President Ilham Aliyev pays attention to the professionalism level and technical equipment, and also social welfare of the Azerbaijani Police. Signing 5 decrees on the occasion of 90th anniversary of the Azerbaijani Police, increasing salaries of employees of the Internal Affairs Bodies, awarding the distinguished employees with their labor and exemplary performance, and giving ranks to these employees are the results of his attention and care.

The congratulation sent by the Azerbaijan President on the occasion of 90th anniversary says: “Today Azerbaijani Police is experiencing development and restoration. The scope of duties of the Police is widening in the result of conducting reforms as an answer to modern appeals. Besides preventing criminal cases, protection of human rights and obligations has become one of the priorities of the Bodies of Internal Affairs. All necessary measures are taken in the direction of the provision of Police bodies with new search and information technologies, in order to improve their activity, increase their  work quality, duty preparation and knowledge level, and to reach logistics to the level of modern requirements and strengthening social protection of private personnel. State care for the Police development will be continued.” 

As a major structures of the state Azerbaijani Police is developing rapidly thanks to the attention and care and rising up to the level which meets modern standards from professionalism, the technical equipment, and moral publicity point of view. Today every policeman rightly thinks that it is worth to be proud of his bravery and loyalty to Motherland. Structure changes in conducted in the Bodies of Internal Affairs, opening new service fields, establishing perfect personnel potential meeting modern requirements are really great achievement for which we can be proud. Azerbaijan President highly appreciates these achievements and set new duties in front of the Bodies of Internal Affairs. “The Police should be determined, severe and intransigent against the criminals, but very cultural and mild to the population at the same time, should not behave rudely. Because we all, who work in state works, serve to the population. We are chosen by them, they rely on us just because we should bring benefits with our own actions, accepting decisions and examples…”
