Baku Police are in the guard of law

In Baku City Main Police Department a large-scale operational meeting dedicated to the results of the first half of 2017 and forthcoming tasks was held on July 8.

In his opening speech, Police General-Major Mirgafar Seyidov, Chief of Main Department, noted that the first six months of the current year were also remarkable for our republic. As a result of the wise policy pursued by the President of the Republic of Azerbaijan Ilham Aliyev, successful development of Azerbaijan continued, socio-economic problems were solved. The tasks assigned to the Ministry of Internal Affairs, regarding the maintenance of socio-political stability and the provision of legality and public order in the country, that were the basis of these successes, were properly implemented.  Guiding the laws of the country, board decisions, orders and instructions of the ministry Baku City Main Police Department, one of the main bodies of MIA, continued to carry out its forthcoming duties and took the necessary measures to increase the responsibility of the staff.

Then a comprehensive report in which the outcomes of the first half of 2017 were analysed, and the drawbacks and shortcomings were highlighted, was presented to the participants of the meeting,

It was noted that the Ministry of Internal Affairs and Prosecutor's Office registered 6094 crimes (6644 in 2016) in the reporting period. 82.4 percent (5024) out of these was classified as less serious crimes that do not pose a major public danger, and 17.6 percent (1070) as serious or especially serious. Offences against person, including attempted murder decreased respectively by 3.4 percent and 46.2 percent compared with the same period of the last year. 79.9 percent (79.6 percent) of crimes, 81 percent (80.7 percent) of serious crimes, and 71.1 percent (69.2 percent) of the crime which happened under the uncertain condition were disclosed. 94.9 percent (96.3 percent) of 892 offences against person, including 96.8 percent (96.7 percent) of deliberate murder, 100 percent (100 percent) of attempted murder were disclosed.


In contrast with the compared period, the disclosure of common crimes improved by 0,3%, deliberate murder by 0,1%, intentional damage to health by 1,9%, property crimes 2,4%, including property thefts by 4,6%, theft from apartment 3,5%, cattle raiding by 8,4%, auto theft by 36,7%, robbery by 9,2%, thuggery by 9%, and deadly traffic accidents by 0,8%.

It was noted that the use of modern information technologies in the prevention and disclosure of crimes was of great importance. 2669 cases were revealed by Operators of the "Safe City" service of the Main Department and Territorial Police Bodies, 206 criminal cases were disclosed by using archive video recording. 34 groups of 76 people involved in 51 robbery and thuggery cases, as well as, 39 criminal groups of 83 people involved in 66 cases regarding thefts from apartment were exposed. More than 234 kilograms (+26 kg 900 g) of drugs were withdrawn from illegal turnover according to 468 (721) drug-related facts.

In 297 (323) road traffic accidents occurred in the capital 84 (73) people died, 264 (342) people received injuries of varying severity. Compared to the same period of 2016, the number of traffic accidents decreased by 8 percent, and the number of the injured by 22.8 percent, while the number of the dead increased by 15.1 percent.
 
Considering the propaganda work carefully on application of security-signaling systems that play an important role in preventing property-related offenses, including theft from apartments the execution of 341 (407) relevant applications out of 492 (704) was provided.

It was also brought to the attention that the protection of public order in the capital was strictly controlled and the illegal actions were prevented. Protection of public order was provided in numerous mass events in the city, including international events such as the IV Islamic Solidarity Games and Formula-1 Azerbaijan Grand Prix held in connection with the arrival of high-ranking guests. Certain tasks have been carried out towards investigation, issuance of identity cards to citizens, consideration of their applications and appeals, as well as in other spheres related to the activities of the police bodies in Baku, the duties set out were fulfilled. 

A number of chiefs of service and territorial police authorities of the Baku Police spoke about the report, the existing shortcomings and deficiencies were specifically mentioned, their solutions were fully discussed.

Summing up the operational meeting, Chief of BCMPD, Mirgafar Seyidov highly appreciated the Baku police's service activities in the first half of the year and gave his instructions and recommendations on elimination of drawbacks and shortcomings.

The head of the Main Department said that the state administration paid special attention to security and related issues in the capital, and brought upcoming tasks to the attention of the meeting participants.

Police General-Major Mirgafar Seyidov assured the Minister of Internal Affairs and government that, the Baku police will continue to carry out its activity in the direction of ensuring the fight against crime, provision of public order in the capital, will adequately fulfill the instructions and orders given and will remain vigilant in the legitimacy and security of the capital.
