The further operational measures were taken to prevent criminal acts committed by a group of Azerbaijani citizens who were seized by the Iranian special services for the purpose of material interest and religious propaganda, in order to destabilize the territory of the Republic.     
It has been established that, Rufulla Akhundzada and his son Almursal Akhundzada, who collaborated with the Iranian special services have prepared a special plan of action to organize resistance groups with the aim of creating the state of “Karima” by forcibly changing the Constitution of the Republic of Azerbaijan, causing armed unrest in the country, as well as organizing assassination attempts on the lives of public figures and officials. As part of this plan, Rufulla Akhundzada created secret groups on WhatsApp, Telegram and other instant messaging systems. In addition, R. Akhundzada and his son A. Akhundzada presented the members of the group with a list of officials and public figures, their personal data, addresses of residence and places of work in order to organize assassination attempts. To do this, he instructed the members of the group to get firearms and prepare a “Molotov cocktail”.
During the operation, 7 members of the “Gisas 313” group Elgun Aghayev, Ruslan Aliyev, Yusif Mirzayev, Elvin Jafarov, Savalan Huseynli, Bilal Sujaddinli, Maharramali Musayev, as well as other members of the group, were detained and brought under investigation.
Rufulla Akhundzada held uninterrupted virtual meetings in order to instruct the listed persons and keep them in the sphere of influence. Thus, he created an opportunity to reinforce the radical tendencies of the gang members.
Members of the group, at the direction of Rufulla Akhundzada, swore an oath to create the “Karima” state on the territory of the republic, engaged in various violations, riots, conspiracies and similar illegal activities and to add other people to their “resistance gang” who reacted positively to radical religious posts on social networks, used the Holy Quran as a tool for such dirty deeds.
They also wrote radical religious slogans on the streets near the administrative buildings of various state institutions, photographed and posted them on social networks in order to create confusion among citizens.  
R. Akhundzada also planned to take the gang members to Iran for military training and illegal armed extremist organizations under the guise of receiving religious education.
R. Akhundzada ordered to close the groups he created in instant messaging systems and to prevent the activity of group members in social networks for some time after successful operations aimed at “exposure” persons involved in secret cooperation with foreign intelligence services in the country.
Concurrently, gang members used money sent to them from abroad to promote religious radicalism in Azerbaijan and finance other subversive activities. In this direction, operational-search activities continue.
