A board meeting was held in a video conference format at the MIA

On July 21, a Board meeting was held at the Ministry of Internal Affairs on the results of activities in the fight against crime, protection of public order and public safety in the first half of 2020 and the upcoming tasks. Due to the epidemic situation in the country, the board meeting was held in a video conference format.

According to the information of the Press Service of the MIA, opening the meeting with his introductory word, the Colonel-General Vilayat Eyvazov noted that the internal affairs bodies and the Internal Troops did a huge amount of work in the last 6 months and achieved positive results in many directions. He noted that information systems “Registration of leaves during quarantine”, “Mobile Search Portal”, “Unified information register of inspections”, “Registration of business trips”, “Electronic examination” at the Police Academy were created and commissioned with measures taken to apply innovations in the service activity, as well as a number of infrastructure innovations were implemented.

The Minister of Internal Affairs said that within the framework of measures to monitor compliance with the special quarantine regime in the country, the daily protection of 62 hospitals and other facilities in 35 cities and regions, where the infected are quarantined, is continued. He also noted that administrative measures were taken against about 195 thousand people violating the requirements of the special quarantine regime, 788 of them were arrested, 193560 were fined, including 17820 for not using medical masks.

Colonel-General V. Eyvazov said that President Ilham Aliyev and First Vice President Mehriban Aliyeva always highly appreciated the activities of internal affairs bodies and Internal Troops. He recalled with satisfaction that on the eve of the professional holiday of the police, 26 employees were awarded state prizes, and 3 senior officials were awarded higher special ranks.

Later the floor was given to the First Deputy Minister of Internal Affairs, Police Lieutenant General Seyfulla Azimov to make his speech with a report. He noted that 13.310 crimes were registered on state bodies that are the subject of operative-search and investigative activities. 94,7 percent of them were illegal and are being investigated and examined by the internal affairs bodies and the prosecution offices, and 87.2 percent were types that do not pose a major public threat and are less severe.

The speaker noted that compared to the relevant period of last year, there is a decrease in the number of many crimes. Thus, intentional homicides decreased by 6 percent, attempted murders by 16,3 percent, intentional infliction of less serious damage to health by 4,2 percent, crimes against property by 4,8 percent, hooliganisms by 27 percent, juvenile crimes by 19,6 percent, offenses on the basis of family conflict by 6,2 percent, crimes involving the use of firearms by 33,3 percent, crimes committed in public places by 21,5 percent, traffic accidents by 7,5 percent, deaths in accidents by 5 percent and injuries by 6 percent. Together with the prosecution offices, 241 criminal cases were opened which had been closed in previous years, and 1821 wanted people were detained during the reporting period.

Police Lieutenant General S.Azimov informed the participants of the Board that, with the measures taken in the fight against organized crime, 438 criminal groups, including 103 criminal groups that committed serious and especially serious crimes, were neutralized, 86 people were prosecuted for illegal possession and carrying of firearms, 256,5 kilograms more or 1 ton 67 kilograms of drugs were taken from illegal trafficking, and about 91 tons of narcotic plants were found and destroyed compared to the 6 months of the previous year.

Chief of the Main Public Security Department, Police Major General Ogtay Karimov, Deputy Chief of the Baku City Main Police Department, Police Major General Teymur Hajiyev, Chief of the Ganja City Main Police Department, Colonel Akbar Ismayilov, Chief of the Public Security Department of Baku City Main Police Department, Police Colonel Sardar Safarov and others reported on the works done during the reporting period, the results achieved, as well as the specific measures planned to eliminate the shortcomings and deficiencies in the activities.

Concluding the meeting, the Minister of Internal Affairs Vilayat Eyvazov noted that in addition to the positive results achieved in the operational and service activities during the reporting period, there are cases that have a negative impact on the overall work of individual territorial police agencies, drew the attention of the meeting participants to the comprehensive analysis of them, ways to eliminate them and the upcoming tasks, and gave specific instructions and recommendations.

The Minister demanded from each police agency chief to develop the positive results achieved in the fight against crime, protection of public order and internal security, from personal staff to work harder and improve the professionalism of the employees.

On behalf of all the personal staff, Colonel-General Vilayat Eyvazov expressed his deep gratitude to Mr. President Ilham Aliyev and First Vice President Mehriban Aliyeva for their high attention, great value and trust in the internal affairs bodies and assured them that the duties in the field of protection of public order, lawfulness and rule of law in the republic will continue to be fulfilled properly and completely.
