On April 25, a Board meeting was held at the Ministry of Internal Affairs dedicated to the protection of the rights of persons detained in temporary detention facilities, compliance with the rule of law during the investigation and prosecution of criminal cases, and the organization of police-media relations, as well as the tasks ahead.
Opening the meeting with a speech, Minister General-Colonel Vilayat Eyvazov stated that the efforts to maintain public order and security continued purposefully in the first quarter of 2025, in close cooperation with other law enforcement agencies.
Of the 7,829 crimes registered by the Ministry of Internal Affairs and the prosecutor's office, 87 percent were solved. Crime dynamics decreased by 12.3 percent or 1,101 incidents compared to the same period in 2024.
The number of serious and particularly serious crimes, crimes against individuals, thefts, frauds, robberies, extortions by threats, hooliganism, offenses committed in public places, in groups, or on the basis of domestic disputes, as well as unlawful acts committed by previously convicted individuals and those involving the use of firearms, has decreased.
The detection rate of crimes committed in unclear circumstances, including intentional homicides, deliberate infliction of grave bodily harm, crimes against individuals, hooliganism, thefts, frauds, robberies, extortions, and motor vehicle thefts, has improved.  1 ton 662 kilograms of drugs were seized from smuggling, 333 kilograms more than in the same period last year. Additionally, 2,309 firearms kept illegally were detected and confiscated.
It was noted that the results of efforts to ensure citizen satisfaction, including the handling of appeals, were positive, and that 96 percent of the material damage caused to individuals through criminal acts was compensated during the investigation process.
Afterwards, the heads of the Main Directorate, departments and provincial police directorates under the Ministry made speeches on the work carried out, the results obtained, and the measures taken to eliminate existing deficiencies and shortcomings.
Concluding the Board Meeting, the Minister emphasized that the duties defined by law and the tasks set for the first quarter of the current year had been successfully fulfilled overall. He underlined the need to further advance the positive results achieved in combating crime and strengthening the rule of law and public order.
He reminded the heads of all provincial police directorates of the need for daily monitoring of the protection of the rights of persons detained or arrested, emphasizing that each responsible official bears personal accountability for the outcomes of activities in this area.


He also noted the important role of the investigation and investigative bodies of the police in implementing the principle of the inevitability of punishment for the committed act, the importance of the correct organization of work in this direction in solving and investigating crimes, eliminating the causes and circumstances that caused them, and compensating for the material damage caused. He emphasized that the main task of each investigator and investigator is to reliably protect human rights and freedoms and ensure citizen satisfaction, and gave specific instructions on their relevance.
He also noted the important role of the investigative and inquiry bodies of the police in ensuring the implementation of the principle of the inevitability of punishment for committed offenses. He emphasized that the proper organization of work in this direction plays a significant role in solving and investigating crimes, eliminating the causes and conditions that lead to them, and ensuring compensation for material damage. The Minister also underlined that the primary duty of every investigator and inquiry officer is the reliable protection of human rights and freedoms, as well as the assurance of citizen satisfaction, and gave specific instructions to the relevant departments accordingly.
He addressed important issues such as the handling of applications and complaints, as well as the enforcement of the rule of law, stating that work in these areas has been closely monitored, appeals have been investigated with objectivity and sensitivity, prompt responses have been given to information received via hotlines and shared on social media, and, overall, the results achieved have been positive.
In addition to the “E-Police” mobile application, which serves to increase transparency and efficiency in state-citizen relations and to enable secure exchange of personal information, he noted that the electronic services offered to citizens have been improved in line with contemporary requirements and that 31 more mobile applications of public services offered through the “Electronic Services Portal” have been developed. The Ministry emphasized the importance of strengthening the fight against crime, especially the detection of crimes committed using information technologies and the detection and prosecution of persons committing these crimes, and gave special instructions to increase the effectiveness of propaganda activities in this field and to prepare and deliver to the public training materials in accordance with the requirements of the modern age.
Noting the existence of traffic jams and congestion in the capital, the Minister, together with the relevant organizations, demanded to prevent illegal parking, stopping or waiting, which impede the free, convenient and safe movement of vehicles and pedestrians, to increase the effectiveness of work to protect the lives and health of people from traffic accidents, as well as to determine the tasks ahead in the field of ensuring road safety.
In conclusion, he touched upon the state of police-media relations, stating that the Ministry of Internal Affairs is one of the most open institutions to the media, and gave instructions and recommendations to organize the activities of the Press Service more effectively, to increase its role in the field of information, and to inform the public about the work carried out and measures taken as soon as possible.
