Azerbaijani police are celebrating their jubilee

On the day of this year's professional holiday - July 2 Azerbaijani police are celebrating both their creation and 100 year jubilee. Before ceremonial event held on the occasion, representatives of MIA came to Alley of Honor, visited the grave of great leader Heydar Aliyev under leadership of minister of Internal Affairs of Republic, colonel general Ramil Usubov and put bunches of fresh flowers before the monument. Prominent ophthalmologist, scholar, academic Ms. Zarifa Aliyeva was commemorated respectfully, too.
Then, they visited Alley of Martyrs where courageous fighters that died for territorial integrity and sovereignty of the republic, were buried.
 
According to the information issued by Press Service of Ministry of Internal Affairs, ceremonial event dedicated to 100-year jubilee of Azerbaijani police was held in the Police Academy of Ministry of Internal Affairs on July 2.
Firstly, participants of the event commemorated with a minute of silence national leader Heydar Aliyev and police who scarified for our sovereignty and territorial integrity and died while servicing. State anthem of Azerbaijan Republic was sounded.
In the event assistant of President of Azerbaijan Republic on work and military affairs with Law Enforcement Agencies - chief of department Fuad Alasgarov  conveyed congratulation of President, Commander-in-chief of Armed Forces, His Excellency Mr. Ilham Aliyev to personnel of police authorities on this occasion of significant jubilee.
Then, Minister, Colonel General Ramil Usubov made a report about honorable history of Azerbaijani police during last 100 years, especially organization of internal affairs bodies, creation of professional personnel in the both periods of ruling of great leader Heydar Aliyev, also reforms, structural changes, strengthening of material-technical base, improving of work condition, high attention and care to personnel realized in law enforcement as well as internal affairs agencies under leadership of honorable president.
The minister emphasized that law enforcement officers celebrated their glorious jubilee with great proud and successes that they gained on service, and in congratulation conveyed on this occasion of it, honorable president, Commander-in-chief Mr Ilham Aliyev’s appreciating 100-year willable mission and honorable history of Azerbaijani police, caused the whole personnel to be very delighted and enthuse, and according to orders which were signed nowadays by government head, 49 employees were conferred to state  awards, 2 head officials to high special rank.
 
Minister of Internal Affairs said that National Leader Heydar Aliyev took into consideration close relationship between history of police and statehood, considered important the renewal of historical justice and guided by legacy principle declared the 2 July "Day of Azerbaijani police" signing degree in 1998, 20 years ago, and that the wise decision personified visually respect to the best actions of police, hard work day-and-night and memory of those who died heroically for defense of our land and during their service.
It was noted that after fall of the Republic and while Azerbaijan was in Soviet Union, internal affairs agencies developed, gained high results and great experience in maintaining public peace, and Azerbaijan police demonstrated great heroism in World War II and 1970-1980 years which our republic achieved successes in economical, social and other areas, are important stage in the history of Ministry of Internal Affairs
It was noted that in that period our national leader made up serious decisions on improving internal affairs agencies insightfully in terms of organizational and ideological, clarifying its lines and promoting professional cadres. As a result of formation of personnel in idea of national statehood, police were the only one armed force that firstly began to defend the native land against Armenian military aggression and fought for a long time bravely, and then parts of internal troops since 1988. In these battles 1695 employees and military officers of MIA were martyred, 1710 people were injured. In the period of independent years, 99 employees died and 2640 people were injured while serving. 67 employees of internal affairs agencies were given name of "National Hero of Azerbaijan Republic" for their heroism and 1143 people were awarded with different orders and medals.
Then Mr Ramil Usubov spoke in detail about great leader Heydar Aliyev's achieving to form  strong and resolute stability in short term, returning to power in June, 1993 with firm requirement of people and realizing liberation mission in hard and difficult situation that happened in our republic in first years of independence, such socio-political crisis, chaos, riot, violation of human rights massively, occupation of our lands and separatism making existence of Azerbaijan be under danger as a state and about to fall, many armed gang's creating horror and fear in people, increasing of number of crimes, getting out of control of criminogen situation, preventing of coup d'etat and civil war, termination of anarchy, disarmament of illegal armed gangs and control over criminogenic situation.
The minister reviewing our newest history reminded delightfully that after election of Mr. Ilham Aliyev as the President of Azerbaijan Republic in October 2003, our country began to develop again, but these years were not easy, it was attempted to involve again our country to chaos and anarchy, these antinational actions were prevented thanks to resolution, firm will of our commander-in-chief and organization of operational intervention of law enforcement agencies to current situation, global projects which were important for our people and state under his leadership, were realized as a result of maintaining public peace reputably.
It was stressed that successes gained by other law-enforcement and special service agencies in struggle against criminality, were appreciated by reliable international organizations, too. It was informed that according to report of World Economic Forum, Azerbaijan Republic has been in 54th place among 137 countries by advancing 21steps in 2017 on "Reliability of police services" indicator and 40th on "Security" indicator and 43th on "Organized crime" indicator.
It was noted that the attention is paid to improving professional level of personnel very much by taking into account appeal and threats of modern time, too. Thus, more 6 thousand employees participated in forums, consultations and trainings organized by international agencies for the last 15 years and the experiences were discussed. Every year tens of the youth are sent to police academies and law universities of different countries to study.  In early years of independence only 16 percent of officer titles required on lawyer profession consisted of relevant educated employees, and at present this indicator is 100 percent and about 20 percent of employees servicing in small chief staff title is highly educated.
Minister R.Usubov thanked citizens, chiefs and representatives of Presidential Administration of Azerbaijan Republic, Cabinet of Ministers, law enforcement, special service and other state bodies, mass media and public organizations for close assistance of official duties as well as conveyed his best wishes to the veterans who did great work in forming young employees and gaining experience by thanking.
Minister Ramil Usubov who expressed his gratitude to president of country, Commander-in-chief Mr. Ilham Aliyev on behalf of the whole personnel because of appreciating highly activity of internal affairs agencies, ensured that Azerbaijani police will do their best to maintain stability that is main condition of development and welfare, and to defend service, fundamental human rights and freedom reliably hereinafter and service conventionally to Azerbaijan Republic and try to deserve belief and reliance of our honorable president by remaining faithful to its name. 
The solemn ceremony ended with passing by tribune of the personnel of the Ministry's various structural units, as well as service vehicles and horsemen.
