On 23 September, a rally agreed with the Executive Power of Baku city has been held by the structure calling itself the National Council of Democratic Forces at the stadium "Mahsul" in Yasamal district. 

The meeting, which lasted from 15:00 to 17:00, was attended by nearly 1500 (one thousand five hundred) members and supporters in total, from different parties being members of this structure, such as Azerbaijani Popular Front Party, also Classical Popular Front Party, Azerbaijan Democratic party, National Statehood party, as well as from Youth Organization of the Musavat Party, Democracy and Prosperity, Union of Muslims and the "NIDA" movements, and a number of opposition non-governmental organizations.
A gross violation of public order and the rule of law had not been committed.
