On January 19, in Baku city Main Police Department with the participation of Minister of Internal Affairs, Colonel-General Ramil Usubov broad operation collegium devoted to the results of 2016 was held.
The minister, who opens the collegium, noted that constructive works realized under the direction of the President of Azerbaijani Republic Ilham Aliyev, successfully ongoing enforcement policy and all orders and decrees directed at the execution by the Ministry had positive influence on the activity of capital police during reporting period too.
In previous year operation conditions of Baku and separate districts were analyzed and offers related to the improvement of mutual connections on the basis of the studying of the main tendencies in the criminal wave and negative processes and changes were prepared and directed to the execution.

All important measures were taken for the timely prevention of the possible provocative acts as well as illegal meeting by the strengthening of security at the numerous international and nationally significant public events, especially at the competitions of ‘’2016 Formula-1 Europe Gran Pri’’.
Chief of Main Police Department of Baku, Police Major General Mirgafar Seyidov reported about fight against criminality, protection of public order, provision of public safety, measures taken in the other directions of the official activity, obtained results and duties lying ahead during the reporting period.

He said that 11.940 criminal cases were registered in the capital city by the Ministry of Internal Affairs and Prosecutor’s Office in 2016. 83.2 percent of these crimes were less serious crimes and the ones that are not so dangerous for the public, 16.8 percent of these crimes are serious and particularly serious type of crimes. In comparison with 2015 deliberate murder decreased by 12.7 percent, efforts to commit crime 10 percent, the number of road-traffic incidents by 14.2 percent, the number of the dead by 16.2 percent, the injured by 18.7 percent.
75.9 percent of crimes, 76.5 percent of serious crimes, 64.4 percent of crimes committed under undisclosed conditions, 95 percent from 1.709 crimes committed against person, as well as 94.6 of deliberate murder and attempts to commit crime have been fully disclosed.

In relation to compared period the disclosure of general crimes improved  0.7 percent, crimes against person  1 percent, as well as attempts to commit crime  3.3 percent, disclosure of intentional causing of less serious damage to the health  0.5 percent, crimes against property 2.6 percent, as well as disclosure of state-owned and municipal property thefts 27.1 percent, home burglaries 6 percent, disclosure of cattle rustling on 22.9 percent, robberies 13.2 percent, plundering 12.9 percent, extortions by blackmail 6.7 percent.
The use of the modern information technologies had great importance in the crime prevention and disclosure. 3.947 accidents were uncovered by operators of the Safe city service of the Main Department and territorial police bodies and 380 concealed crimes was disclosed with the use of file footages.
75.8 percent of wanted culprits and 60.8 percent of wanted for the serious and particularly serious crimes were arrested.
At the same time 67 groups consisting of 137 people and committing 77 robberies and plunder crime as well as 64 criminal groups consisting of 164 people and committing theft in apartments were found out. More than 269 kilograms of drugs were seized from illegal trafficking.

138 firearms, 10 bombshells and 9.125 ammunitions were gathered, 61 firearms keeping and bearing in illegal way were taken away.  It was stated that 66.6 percent of financial losses on criminal cases, completed its investigation, to the citizens was forced to pay by the investigation bodies of capital police.
11.6 percent or 775.005 cases  including 576.380 related to non-observance of speed limit, 8.290 related to the violation of passing and maneuver regulations, 4.269 administrative violations related to the driving of transport vehicle while intoxicated were revealed, as well as measures about 69 drivers for auto-hooliganism were taken under the law.
Speaker told that application of statements and complaints and their admission were kept under strict supervision during a year. 39.674 statements and appeals were received by the Main Police Department, 1.805 citizens were admitted. At the same time Chief of the Main Department touched the topic about drawbacks in the service activity and gave broad information about works related to the correction of drawbacks and duties that they have. People who discussed the topic told about positive results, as well as made drawbacks, shortages and measures to be taken in order to correct them.
The minister who completed the collegium gave concrete tasks and recommendations and generally took favorable view of the activity of bodies in 2016 in the sphere of the fight against criminality and provision of public safety.

Mr. Ramil Usubov demanded from the Main Department and its organization departments to improve the effectiveness of the operational prevention works, to help in practice to the territorial police bodies who showed low results in the disclosure of crimes in the prevention of crimes, to improve thoroughly investigation activity, to take more effective measures in the sphere of the crimes against property due to their majority among crimes recorded in Baku, to strengthen the fight against illegal trafficking in drugs and psychotropic substances especially the types that have strong impact, to gather weapons that are keeping in illegal way.

It was also brought to the notice that measures directed to the improvement of activity, the rise of the analytical work, management and organizational activity up to the level of the day’s demand, more strengthening of the executive and service discipline must be kept under strict supervision and must be also continued in more effective way in the current year.

It was particularly noted that employees must permanently exalt glorious police name, the interests of the state and citizens, strictly follow the code of ethics. The satisfaction of the citizens must be their high level objective.
The minister of internal affairs certainly stated that personal staff of police bodies of Baku will hereupon implement all tasks given by the President of Azerbaijani Republic Ilham Aliyev, duties that they have in the sphere of the protection of public rules and the provision of public safety with dignity.
